How we get you licensed and live

  1. Scoping and proposal. The licence (B2C or B2B), the entity and resident managing director, the local substance position for 1 April 2027 or the exemption, and the separation of key roles are confirmed before filing.
  2. Application pack. The Online Gaming Licence Application, the Business and Corporate Information and Personal History Disclosure forms, the responsible gambling policy and the ADR mechanism for submission through the CGA’s platform with the fee paid.
  3. Payment processing. Acquiring, alternative payment methods and accounts for player balances that meet the CGA’s segregation or insurance conditions are opened alongside the application.
  4. Regulator engagement. Both review phases, integrity and financial stability and then the other LOK requirements, are answered within their eight-week periods, with a provisional licence possible in the second phase, until the definitive licence.

Your team, banking and technology

The licence in detail

Requirements, capital, timing, fees and common questions, drawn from the regulator’s own publications.

Key takeaways
  • The National Ordinance on Games of Chance (LOK) took effect on 24 December 2024, replacing the master and sub-licence system; the Orange Seal certificates expired on 15 October 2025.
  • A B2C online gaming licence for operators and a B2B supplier licence for critical suppliers; a company may hold one or the other, and suppliers established in Curaçao must be licensed from 24 December 2026.
  • The application fee is €4,592 plus €150 per beneficial owner and qualified interest holder; a B2C licence costs €47,450 a year (€24,490 licence fee and €22,960 supervisory fee), a B2B licence €24,490.
  • The LOK sets no percentage tax on gaming revenue; the fixed annual fees are the levy.
  • The CGA decides each of two review phases within eight weeks of complete information, each extendable by four weeks, and may issue a provisional licence during the second phase.
  • A Curaçao company with its statutory seat on the island and at least one resident natural-person managing director; a dedicated office and full-time key persons are required from 1 April 2027.

Who needs the licence

Organising a game of chance in or from Curaçao, or giving people the opportunity to play, requires a CGA licence, and the requirement extends to entities that directly or indirectly control player databases and player transactions. Supplying critical services or goods such as games or sportsbook software in or from Curaçao requires a supplier licence, mandatory for Curaçao-established suppliers from 24 December 2026, with a certificate available for non-critical service providers for up to three years. Curaçao is used by operators serving markets without a local licensing regime and by suppliers to those operators.

Licence types

LicenceHolderAnnual fee
B2C online gaming licenceOperators offering games of chance to players€47,450 (€24,490 licence fee plus €22,960 supervisory fee)
B2B supplier licenceSuppliers of critical services and goods, including games and sportsbook software€24,490 supervisory fee
Certificate for non-critical service providersOther service providers, valid up to three years€383

A provisional licence runs for up to six months, extendable by up to six more; a definitive licence is indefinite, subject to suspension or revocation. A company may not hold both a B2B and a B2C licence and there is no direct conversion between them: a separate entity, or revocation and a fresh application, is required.

What the CGA requires

  • Legal form and location. A legal entity under Curaçao law with its statutory seat in Curaçao, managed by at least one natural person resident in Curaçao or by a Curaçao corporate director itself managed by such a person.
  • Local substance from 1 April 2027. Dedicated, physically separate office space in Curaçao used only for the licensed activities; in the first four years after the LOK at least one key person other than the local managing director working full time (at least 30 hours a week) and registered in the Civil Registry, rising to three from the fifth year. The Minister of Justice has extended the date by which operators meet the requirement to 1 April 2027. A company incorporated within the year before applying, whose owners held no other gambling business in the prior two years and whose gross gaming revenue stays below XCG 20 million (about €10 million), may be exempt and files audited half-yearly statements.
  • Separation of roles. The chief executive function may not combine with compliance or AML; AML may not combine with operational roles; internal audit may not combine with any other key function; beneficial owners and non-executive directors may not hold the AML or internal audit functions.
  • Financial standing. Sufficient liquid assets to pay expected prizes immediately, demonstrated on application and maintained thereafter; membership of the guarantee fund that ensures payout of player balances, with premiums indexed annually.
  • Key persons. Anyone with control or significant influence over governance or operational policy, with no conviction within eight years for a profit-driven crime such as fraud or money laundering and not a vulnerable person; the AML compliance officer is approved by the CGA under its published requirements; registration in goAML.
  • Application pack. The Online Gaming Licence Application, Business and Corporate Information and Personal History Disclosure forms, a responsible gambling policy and an approved alternative dispute resolution mechanism, with the fee paid before processing. Applications are submitted through the CGA’s platform; the previous portal was taken offline in October 2026 after an unauthorised access incident and the CGA is moving to a new regulatory platform, with interim arrangements and postponed deadlines announced by the CGA.

Gaming duty and tax

The LOK sets no percentage gaming tax on gross gaming revenue. The levies are the fixed annual licence and supervisory fees, from which 3% is allocated to a sports fund, 2% to a fund for vulnerable persons, 1% to a gambling addiction fund and 5% to pension funds. Unpaid fees draw reminders on day 15 and day 29, a notice of intended revocation on day 43 and revocation or suspension on day 57 for applications and day 71 for annual fees. Corporate profit tax is assessed separately from these levies.

Markets covered

The licence authorises offering games of chance in or from Curaçao. Operators serving regulated markets hold the local licence in each, such as the Gambling Commission licence for Great Britain and Spelinspektionen for Sweden; we obtain each licence in your group’s structure and agree the CGA’s market conditions with it before filing.

Why applications are delayed

The LOK sets out the mandatory and discretionary grounds the CGA applies.

  1. Verified people and funds. Beneficial owners, qualified participants and policy-makers verified; source of funds verifiable and lawful; no key individual convicted within eight years of a profit-driven crime; no involvement in a gambling licence suspension or revocation.
  2. Fees, tax and registrations. Application fees paid, no outstanding tax or social security liabilities, and registration in goAML.
  3. Player protection. Sufficient liquid assets to pay prizes, a responsible gambling policy and an approved alternative dispute resolution mechanism.
  4. A safe and reliable offering. The CGA may refuse where a safe, responsible, transparent, controllable and reliable offering would be at risk, and issues no provisional licence while any mandatory ground applies. Objections or appeals are lodged within six weeks of a decision.

Payment processing

An operator needs acquiring, alternative payment methods and accounts for player balances, which the CGA may require to be segregated and reserved or insured; the CGA has stated it is assessing action against foreign entities that manage player funds for online operators. We open acquiring and player-funds accounts alongside the application. See banking and payment processing.

Common questions

What replaced the Curaçao master licence system?

The National Ordinance on Games of Chance, in effect from 24 December 2024, under which the CGA licenses operators and suppliers directly. The Orange Seal certificates issued under the former sub-licence system expired on 15 October 2025.

What does a Curaçao gaming licence cost?

€4,592 on application plus €150 per beneficial owner and qualified interest holder, then €47,450 a year for a B2C licence and €24,490 for a B2B licence, with no percentage tax on gaming revenue.

How long does the CGA take?

Each of the two review phases runs for eight weeks from complete information, extendable by four, so 16 weeks as the target and 24 at most; a provisional licence may issue during the second phase. We plan for four to five months after submission.

When does the local substance requirement apply?

From 1 April 2027 under the Minister of Justice’s extension: a dedicated office in Curaçao and at least one full-time key person registered locally, rising to three from the fifth year after the LOK, with an exemption for new, smaller operators below XCG 20 million of gross gaming revenue.

Is the CGA portal operating?

The previous online gaming portal was taken offline in October 2026 after an unauthorised access incident and the CGA is moving to a new regulatory platform; existing licences remain valid, submission deadlines are postponed and an alternative proof of licensing replaces the digital seal.
