How we get you licensed and live

  1. Scoping and proposal. The licence (commercial online gambling, betting or a gaming software permit), the gaming system location or an agreement-country exception and the need for a representative resident in Sweden are confirmed before filing.
  2. Application pack. The application and every supporting document in Swedish, with certified passport copies and documents under six months old, submitted through the online service with the registration number on the fee payment.
  3. Payment processing. Acquiring, alternative payment methods and accounts holding player funds apart from the operator’s own, with deposits only from payment service providers, are opened alongside the application.
  4. Regulator engagement. Supplement requests and suitability questions on owners, the board and management are answered until Spelinspektionen decides; its target is six months, met in 99% of cases in 2024.

Your team, banking and technology

You will need board members and senior managers and, if you have no EEA base, a representative living in Sweden.

The licence in detail

Requirements, capital, timing, fees and common questions, drawn from the regulator’s own publications.

Key takeaways
  • All gambling directed at Swedish consumers requires a Spelinspektionen licence under the Gambling Act (2018:1138); a licence from another EEA state does not transfer.
  • Commercial online gambling (online casino, bingo and computer-simulated games) and betting are licensed under separate chapters, each for a fixed term of normally up to five years; gaming software suppliers hold a B2B permit.
  • The application fee is SEK 230,000 per licence and SEK 120,000 for a gaming software permit; processing starts when the fee is paid.
  • The annual supervision fee is SEK 240,000 per licence and SEK 16,500 for a gaming software permit, invoiced in advance under SIFS 2026:1.
  • Gambling tax is 22% of stakes less payouts on Swedish participation, per calendar month, since 1 July 2024.
  • The gaming system is located in Sweden unless the licence holder is authorised where the regulator has an agreement with Spelinspektionen or gives remote access; a licence holder without an EEA establishment appoints a physical representative resident in Sweden.

Who needs the licence

Any operator offering gambling to Swedish consumers needs a licence from Spelinspektionen, wherever it is based: online casino, online bingo and computer-simulated games under the commercial online gambling chapter, and betting under the betting chapter. Anyone who manufactures, supplies, installs or modifies gaming software for licensed online gambling needs a gaming software permit, in force since 1 July 2023. Sweden is a regulated point-of-consumption market with a published decision target and published processing statistics.

What Spelinspektionen requires

  • Suitability. Knowledge, experience and organisation, and the expectation that the business will comply with the Act; holders of a qualifying interest and board and management members assessed; bankruptcy, serious breach of business obligations or serious crime weigh against the applicant; changes to those persons, the holding or parent company, the board, senior management or the representative notified within 14 days.
  • Establishment and representative. A licence holder without an establishment in the EEA appoints a physical representative resident in Sweden, with power of attorney to act before Swedish authorities.
  • Gaming system. The gaming system located in Sweden; it may be abroad where the licence holder is authorised in a country whose regulator has an agreement with Spelinspektionen or where remote access or equivalent control is given. As of October 2020 agreements existed with the United Kingdom, Gibraltar, Malta and the Netherlands.
  • Player funds. Player funds kept separate from the licence holder’s own funds, with the player told at account opening how funds are protected on insolvency; every transaction recorded with 12 months’ player access; balances paid out on closure, within five business days per Spelinspektionen; deposits only from payment service providers under the Payment Services Act; no transfers between player accounts.
  • Application in Swedish. The application and every supporting document in Swedish or translated, supporting documents no older than about six months and certified passport copies, submitted through the online service or by form with the signed signature form, then the registration number quoted on the fee payment and every supplement.
  • Betting rules. No betting on events where most participants are under 18 or on offensive events.

Gaming duty and tax

Gambling tax under the Gambling Tax Act (2018:1139) is 22% of the behållning, the stakes received less payouts on Swedish participation, for each calendar month; the rate was set by SFS 2024:276 with effect from 1 July 2024 and the licence holder is the taxable person. Spelinspektionen’s English page on applications still shows 18%, the rate before July 2024. Corporate tax is assessed separately from gambling tax.

Markets covered

The licence covers gambling directed at Swedish consumers only; EEA companies may offer certain pooled games together with a Swedish licence holder. Operators serving other markets hold the local licence in each, such as the Gambling Commission licence for Great Britain, the MGA licence in Malta or the Tax and Customs Board licence in Estonia; we obtain each.

Why applications are delayed

Spelinspektionen publishes what it looks for and what slows an application.

  1. The fee and the registration number. Processing begins only when the application fee is received, quoting the registration number.
  2. Complete Swedish-language files. Missing translations, supporting documents older than about six months and uncertified passport copies lead to supplement requests.
  3. Suitability. The applicant shows the knowledge, experience and organisation to comply with the Act; bankruptcy, serious breach of business obligations and serious crime weigh against it. Spelinspektionen’s 2024 annual report records 161 licence and permit applications received during the year and 194 granted, the grants including applications carried over from 2023, with 6 refused.

Payment processing

An operator needs acquiring, alternative payment methods and accounts that keep player funds separate from its own, with deposits accepted only from payment service providers under the Payment Services Act. We open acquiring and player-funds accounts alongside the application. See banking and payment processing.

Common questions

How long does a Spelinspektionen licence take?

The Act sets no period; Spelinspektionen’s target is a decision within six months of submission. In 2024, 34% of licence applications were decided within a month and 63% within two to six months. We plan for three to six months after submission.

What does a Swedish licence cost?

SEK 230,000 on application per licence, then SEK 240,000 a year in supervision fees per licence; a gaming software permit costs SEK 120,000 on application and SEK 16,500 a year. Gambling tax is 22% of stakes less payouts.

Must the gaming system be in Sweden?

Yes, unless the licence holder is authorised in a country whose regulator has an agreement with Spelinspektionen, or gives remote access or equivalent control. As of October 2020 agreements existed with the United Kingdom, Gibraltar, Malta and the Netherlands.

Can we apply in English?

No. The application and all supporting documents are in Swedish or translated; we prepare the file in Swedish.

Does a Maltese or UK licence cover Sweden?

No. A licence from another state does not transfer; gambling directed at Swedish consumers needs a Spelinspektionen licence. We obtain it alongside your group’s other licences.
