How we get you licensed and live

  1. Scoping and proposal. We confirm the licence types and any combination, the gross gambling yield band that sets your application and annual fees, and the specified management offices that need personal licences.
  2. Application pack. The business plan and three-year forecast, audited accounts, bank statements, source of funds evidence, the policies, system diagrams, remote technical standards evidence and the ownership annex for submission to the Commission.
  3. Payment processing. Acquiring, alternative payment methods and the separate client bank account for customer funds, opened alongside the application.
  4. Regulator engagement. We answer every Commission question on the operating licence and the personal management licences through to the decision, against the Commission’s 16-week target.

The licence in detail

Requirements, capital, timing, fees and common questions, drawn from the regulator’s own publications.

Key takeaways
  • A licence is required where remote gambling equipment is in Great Britain or the facilities are used by customers here, wherever the operator is based.
  • Licences are activity-based: remote casino, remote general betting, remote bingo, betting intermediary, game host and gambling software, held singly or combined.
  • Application fees from 1 October 2026 run from £8,185 for a remote casino licence with annual gross gambling yield under £250,000 to £165,069 at the top band; annual fees run from £7,000.
  • Each specified management office, including the chief executive, finance, compliance, marketing, IT and AML heads, holds a personal management licence.
  • Customer funds are held in a separate client bank account and the level of protection is disclosed to customers under the Commission’s rating system.
  • The Commission’s published timescale is 16 weeks for an operating licence and 8 weeks for a personal licence; applications can take six months or longer.

Who needs a licence

Online casino, sports betting, bingo and lottery-style operators serving customers in Great Britain, the platforms that host games for them, and the software suppliers whose products they use. Point-of-consumption licensing means an operator based anywhere in the world needs the licence to serve British customers.

  • Finances. No fixed capital, but a business plan, three-year profit and loss forecast, audited accounts, six months of bank statements and source-of-funds evidence for investors providing £50,000 or more.
  • People. Personal management licences for the specified management offices; controllers with 10% or more submit the Commission’s ownership annex; those with 5% or more are named.
  • Policies. Anti-money laundering, social responsibility, safer gambling, customer-funds protection and technical standards compliance, filed with the application.
  • Technical. System diagrams, remote technical standards compliance and a testing strategy.
  • Customer funds. A separate client bank account under the licence conditions, with the protection level disclosed and acknowledged by customers at first deposit.

Gambling duty

Remote Gaming Duty is charged at 40% of remote gaming profits from 1 April 2026, up from 21%. Remote general betting moves to a 25% rate from 1 April 2027. Duty is paid to HM Revenue and Customs, separately from the Commission’s fees.
