The licence, the requirements, the cost and the timing for your business.

How we get you licensed and live

  1. Scoping and proposal. We confirm the premises or local management office model and the local record store in a written proposal, and identify the director who will sit the department’s competence assessment.
  2. Application pack. The application form and supplementary sheet, the business plan and AML policy to the department’s guidelines, the fit and proper forms for directors and owners above 25% and the premises photographs.
  3. Banking. Bank accounts in the name of the licensee or an owner, as the department requires, opened alongside the application.
  4. Filing and renewal. The application is filed through the department’s online portal, followed by the interview with originals, the on-site inspection and the competence assessment; once licensed, the half-yearly returns are filed and the two-year licence renewed at least 45 days before expiry.

Your team, banking and technology

You will need a compliance officer and an MLRO, fit and proper directors, and at least one director who passes the department’s competence assessment.

The licence in detail

Requirements, capital, timing, fees and common questions, drawn from the regulator’s own publications.

Key takeaways
  • A money service operator licence is required to provide remittance or money-changing in Hong Kong; operating without one is an offence carrying a fine of up to HK$1 million and two years’ imprisonment.
  • There is no minimum capital; fees from 15 May 2026 are HK$3,810 for a new licence plus HK$2,440 per additional premises and HK$945 per person tested.
  • The licence runs for two years and is renewed at least 45 days before expiry.
  • The licensee needs premises accessible to the department, or a local management office staffed by an owner, director or the compliance officer, and a local place for records.
  • A competent compliance officer and MLRO, fit and proper directors and owners above 25%, with the sole proprietor, partners or directors passing the department’s competence assessment.
  • A Hong Kong company or a registered non-Hong Kong company with a business registration certificate may apply.

Who needs the licence

A business remitting money to or from Hong Kong, or changing currency, needs an MSO licence under the anti-money laundering ordinance unless it holds a stored value facility licence or is an authorised institution providing the service ancillary to its main business. Cross-border payment firms use the MSO licence to collect and pay out in Hong Kong for Asian and global corridors.

What the Customs and Excise Department requires

  • Legal form and location. A Hong Kong company or a registered non-Hong Kong company with a valid business registration certificate; either business premises accessible to the department with a matching signboard, or a local management office in Hong Kong staffed by an owner, director, partner or the compliance officer; and a local place for the storage of books and records.
  • Fit and proper. The applicant, each director and each ultimate owner above 25% must be fit and proper, with regard to convictions, dishonesty, persistent non-compliance and insolvency.
  • Compliance officer and MLRO. A competent compliance officer and money laundering reporting officer who are employees unless an owner or director holds the role.
  • Competence assessment. A sole proprietor, or at least one director or partner, must pass the department’s competence assessment.
  • Application pack. The application form and supplementary sheet, a business plan and anti-money laundering policy, fit and proper forms, premises photographs, submitted through the department’s online portal, by post or in person; an interview with originals; periodic returns within two weeks after each half-year once licensed.
  • Banking. Bank accounts used for the business must be in the name of the licensee or an owner.

Passporting and scope

The licence covers Hong Kong. Cross-border operators pair it with licences in their other markets; we obtain each, including the Singapore payment institution licences and the Hong Kong stored value facility licence for firms that also hold balances.

Why applications are delayed

The department publishes its grounds for refusal: not meeting the fit and proper test; unsuitable premises or a missing local management office or record store; a business plan or anti-money laundering policy below its guidelines; no competent compliance officer or MLRO; an incomplete application; no director attending or passing the competence assessment. Refusals may be appealed to the review tribunal within 21 days.

Your bank accounts

A payment institution needs a safeguarding account, an operating account and settlement accounts in the currencies it serves. We open each alongside the application, so you trade from authorisation. See banking and payment processing.

Common questions

Is there a minimum capital for a Hong Kong MSO?

No. The department publishes no capital requirement; banks assess financial standing when opening accounts.

Can a foreign company hold an MSO licence?

Yes, as a registered non-Hong Kong company with a business registration certificate, a local management office or premises, and a local record store.

What is the competence assessment?

A test set by the department that a sole proprietor, or at least one director or partner, must pass.

How long is the licence valid?

Two years, renewed at least 45 days before expiry.

Does an SVF licensee need an MSO licence?

No, where remittance or money-changing is ancillary to the stored value facility.
